Doesn't look like the "jack" stud or whatever you would call it under the window goes anywhere. Now i believe the window sits on the foundation, but this is the framing they build around the window. They it looks like they tried to support it with a 1x3 strapping board ( almost like laminatings the boards). The first picture is a 2圆 wall ( not supporting wall), that looks like a couple of the studs have been almost cut in half. I recently found a couple things around my new house that my building inspector missed, and before I ask my builder to fix it I want to make sure it is a building code violation.
